Because the books share a world, side characters and tensions keep rolling forward even though each romance has its own ending. Gang loyalties, police work, family ties, gambling debts, and old injuries do not disappear when one couple gets together. That gives the series a lived-in quality. You are not just moving from one romance to the next. You are staying inside a rough, crowded community where everyone knows someone, secrets travel fast, and violence is never far away.

The setting matters a lot. Monroe writes about Whitechapel, Shadwell, Ratcliffe, Spitalfields, factories, docks, gin shops, brothels, gambling hells, and cramped tenements where privacy is a luxury. The people at the center of these stories are not insulated by rank or money. They have to work, scheme, investigate, hide, and endure. Reading in order is best, since the world and its relationships build book by book, but every installment still gives you a complete central romance.
