Citizens Dissent

by Wendell Berry

2006

A paired essay volume on security, morality, and leadership in an age of terror. Berry argues that dissent can be a form of citizenship, and he questions the moral compromises made in the name of safety.

2

In the Presence of Fear

by Wendell Berry

2001

Three essays written in the shadow of 9/11, reflecting on fear, war, and public rhetoric. Berry asks what kind of country we become when we act from panic, and what forms of courage might look like instead.

Series background & context

The New Patriotism books are short essay volumes written for moments when public life feels loud, fearful, and rushed. They were published in the early 2000s, when the U.S. was reeling from 9/11 and arguing about war, security, and national identity. For Wendell Berry, “patriotism” isn’t a slogan or a brand. It’s a question about what we owe to our neighbors, to the land that feeds us, and to the truth.

Berry’s essays in this series sit alongside contributions by other writers, which helps underline the point: there isn’t one official voice for a country, and no single story that covers the cost of political decisions. The books are small enough to read in one sitting, but they’re meant to slow you down.

Berry comes at these topics as a farmer and a citizen, not as a pundit. He’s suspicious of language that turns people into abstractions, and he pushes back against the idea that security can be bought with violence at a distance. Again and again, he insists that the health of a nation is tied to the health of its households and local communities, and that an economy built on extraction will eventually extract from people, too.

In the Presence of Fear is one of his most direct responses to the post-9/11 era. The essays wrestle with fear itself, how it can be used, and what it does to judgment. Berry keeps returning to personal responsibility, asking what kind of actions and policies we can live with once the shouting is over, and what we are willing to do in our own names.

Citizens Dissent continues that thread by treating dissent as a civic practice rather than a mood. Written as a paired volume with another essayist, it argues that moral leadership depends on limits, honest speech, and respect for law. It also questions the trade-offs people are asked to accept in the name of safety, and it challenges readers to think about courage as something quieter than aggression.

These are short books, but they don’t read like quick takes.

If you read further into Berry’s nonfiction, you’ll notice how closely these themes connect to other collections like Citizenship Papers and The Way of Ignorance, and to his pacifist reflections in Blessed are the Peacemakers. The through-line is steady: choose restraint over domination, keep your words tethered to reality, and remember that the test of any politics is what it does to the vulnerable, to the land, and to the bonds between neighbors. The New Patriotism volumes work well in publication order, but you can also start wherever the question feels most urgent and then branch out into the longer essay collections when you want more context.
