Justice of the Covenant Books in Order

Justice of the Covenant spins out of the larger Covenant storyline, but it has its own mood from the start. These books follow Hayley Cage, a younger lead pushed into the kind of hard, fast military-space-opera trouble that defines this corner of Forbes's fiction. She should have been on a cleaner path. Instead, she winds up running jobs with a rough mercenary outfit on the edge of the galaxy.

Naturally, the first mission goes bad.

That bad mission gives the series its shape. Hayley and her squad get trapped, outgunned, and forced to deal with threats far larger than a routine rescue job should ever involve. As the books continue, she works alongside allies like Quark and the Riders, trying to survive the fallout from betrayals, shifting loyalties, and a wider conflict that could slide into full intergalactic war.

Compared with Chaos of the Covenant, this branch feels a little more mission-driven and a little less prison-break chaotic, though it still shares the same love of fast pacing and dangerous team dynamics. Hayley is a strong anchor because she is capable without being settled. She is still learning what kind of leader she can be and what corners she is willing to cut when the stakes get ugly.

The series also likes pressure-cooker choices. Trusted people become suspect. Suspect people become useful. Plans rarely survive first contact. By the time the story reaches its later heist-and-infiltration turns, the appeal is not just the action. It is watching Hayley and her crew keep operating when nearly every foundation under them has become unreliable.

If you want space opera that leans mercenary, tactical, and a little younger in voice than some of Forbes's other military series, Justice of the Covenant is a good fit. It works best if you already know the broader Covenant world, but it is also readable on its own terms as a story about a tough crew trying to keep a galaxy from catching fire while half the galaxy seems determined to light the match.
