Series background & context
Small Town Scandals is Elle Kennedy in romantic suspense mode, but with a tighter small-town lens. The series is set in Serenade, where everybody knows everybody, old relationships never stay buried for long, and one murder sends shock waves through the whole community.
The death of Teresa Donovan hangs over both books. In Millionaire's Last Stand, FBI profiler Jamie Crawford arrives with fresh eyes and starts to question the easy answer, that Teresa's estranged husband Cole must be guilty. In The Heartbreak Sheriff, the case keeps widening, and Sheriff Patrick Finn Finnegan has to reckon with both the evidence in front of him and the woman from his past he still hasn't gotten over.
Small towns make everything messier.
That is really the engine here. The mystery matters, but so do the grudges, loyalties, reputations, and half-healed wounds that come with living in a place where people remember your worst day forever. Kennedy uses that pressure well. The romantic tension is wrapped up in questions of trust, and trust is hard to come by when a killer is moving through town.
Compared with the globetrotting danger of the Killer Instincts books, this series feels more intimate. The stakes are still high, but the mood is closer and more personal. The heroes are not untouchable alpha machines. They are people with history, responsibilities, and a lot to lose if they make the wrong call.
If you like romantic suspense where the investigation and the relationship are equally important, this is a good corner of Kennedy's catalog to explore. The books are quick, dramatic, and rooted in community. They are also linked closely enough that reading them in order makes the strongest impression.
At heart, Small Town Scandals is about what happens when gossip, grief, desire, and suspicion all occupy the same street.
